Key Highlights:

  1. Compliance Deadlines:

    • Motorhomes that operated in California during 2023 were required to report by January 31, 2024, in CTC-VIS and pay the 2023 annual compliance fee. Annual fees for each year are due upon the vehicle’s compliance deadline.
  2. Annual Emissions Testing:

    • California-registered motorhomes are required to submit to emissions compliance testing once annually. This testing must be completed by the vehicle’s DMV registration expiration date, though this may vary for the 2024 compliance deadline. Refer to Table I for specific deadlines.
  3. Out-of-State and CA Exempt Vehicles:

    • Vehicles registered outside of California and those exempt in California will have compliance deadlines based on the last digit of the Vehicle Identification Number (VIN). Refer to Table II for details.
  4. 2024 Compliance Requirements:

    • Compliance in 2024 requires payment of the annual fee and clearance of any outstanding enforcement violations on the vehicle. Emissions compliance testing requirements begin on October 1, 2024. Deadlines of January 1, 2025, or later will require a passing compliance test submitted as part of the demonstration.
  5. Submission Timeline:

    • Emissions tests may be submitted no more than 90 days before the vehicle’s compliance deadline. For example, a vehicle with a February 1, 2025, deadline may submit a passing test as early as November 3, 2024.
  6. Non-Compliance Consequences:

    • Failing to comply may result in DMV registration blocks and other enforcement actions.
